I don't think the problem is w/ individual skills; it's w/ certain combinations of skills that unbalance things. Because there are so many skills, and thus even more potential combinations of skills, it is very hard to anticipate how things will work when combined together.
One thing that needs to be addressed is the responsiveness of these buffs & nerfs - a skill may be nerfed 1 week, in response to some event, but may take a week or more before it is adjusted to a fair & still usable level.
My biggest problem w/ the process is how certain changes penalize people who use a particular skill, but don't use it in conjunction w/ the other skills that caused the problem in the first place.

Skill updates are biased in opinion. One man (Izzy) saying "Okay, LoD has been too hard for me (Izzy) to fight against so.... y'know what? Two-second Cast time! No-wait! That didn't work for me... A hah! 10-second recharge! I got them now! Hahahahahahaaaaa! /signed ftw! Woohooo! Now let's see them win against me, IZZY! xD". Also, the speed boost redux was uncalled for. People have a hard time making money as is with loot-scaling... but now ya wanna further add salt to their wounds? C'mon! BIASED! All I can say... baised!

Honestly, I'm so sick of every single Skill Update thread having to be closed 1-2 days after the update happens because people get ticked off so much when LITERALLY 5 skills get changed. Skill changes happen. Get over people. Get laid or something.

Skill Changes are a good thing simply because it keeps the sense of variation and change, for PvE AND PvP.
And they make PvP more balanced...occasionally anyway.

Yeah its fun change build sometimes i usually change some skills but keep the idea or sometimes trying new things and maybe using em for months.

Skill balances are always a good thing. doesn't matter if it's buffs or nerfs usually, it just depends on the quality.
of course, nerfs and buffs that are absolutely idiotic and just for the sake of randomly buffing/nerfing don't bring anything to the game.
so, to say it short, yes, actual BALANCES in any form don't hurt at all.
besides -- so many things work in PvE, it hardly requires overpowered skills for you to win, you can nearly completely suck at it and still beat most of it, and even IF normal skills were balanced so you couldn't win anymore, there would still be PvE only stuff like Ursan left (which is not going to be nerfed) so even terribad players can beat it.
so, in fact, you cry that an OP skill was nerfed, but you got another OP one right next to you, and don't use it because everyone thinks it's lame. ook, guess crying over balances helps that out. qq

Most of the time skills balancces just diminish widely used skills with many other alternatives while strengthening other unused ones.
It's wrong where there is not alternative to the 'nerfed' build.
